Public School Academy Application Process

Under Michigan law, State supported universities such as Grand Valley State University, are authorized to accept applications for public school academy contracts (see MCL 380.501 through 380.507).

The process of application and chartering calls for four steps:

Step #1
The applicant will submit the Phase One Charter Application. GVSU Charter Schools Office shall review the Phase One documents and notify the applicant if GVSU will accept a Phase II application.

Step #2
The applicant will complete the required Phase II application materials. Phase II materials consist of completing the 12 Schedules of the PSA contract. GVSU Charter Schools Office shall notify the applicant whether or not a recommendation for preliminary approval shall be sent to the University President for GVSU Board of Trustees action.

Step #3
If the GVSU Board of Trustees gives preliminary approval to enter into a PSA contract. A contract shall be prepared between the Charter Schools Office and the applicant.

Step #4
When the final contract is completed and meets the Charter Schools Office requirements, it shall be submitted to the GVSU Board of Trustees for action.

Elements of a Charter School Contract

Once the application process has been completed and applicant(s) have been selected, the charter contract is prepared. These contracts are highly detailed, as prescribed by state law, and generally include, but are not limited to, the following standard legal documents:

Various documents are required to be submitted to the GVSU CSO. The Master Calendar of Reporting Requirements provides the date in which the document must be submitted to the GVSU CSO and a brief explanation of the document. To collect this documentation, the GVSU CSO has implemented a customized web-based solution for the electronic filing of documents. This electronic file cabinet solution, referred to as the “compliance cabinet” is used for storing, sharing and locating compliance documentation. All CSO Staff and all GVSU academies can connect to the system from any location having Internet access. Documents are captured from each academy to the compliance cabinet using one of the four approaches (scan, fax, PC-generated files, or e-mails), depending on the nature of the document. The compliance cabinet system allows GVSU CSO staff to track and maintain information regarding the compliance of its academies.
