Compliance Overview

The Charter Schools Office (CSO) is responsible for providing oversight of schools chartered by Grand Valley State University (GVSU) as established by Part 6A of the Revised School Code, Act 451, of 1976. As the authorizing body, GVSU is responsible for monitoring compliance in accordance with the terms and conditions of the charter Contract, all applicable State and federal law.

In that effort, the CSO uses a comprehensive oversight system that includes the following:

School Visitations

The CSO employs four retired former school Superintendents that serve as Field Service Representatives. Each Field Service Representative is assigned to an academy and serves as a liaison between the academy and the CSO. Field Service Representatives attend virtually every meeting of the academy’s Board of Directors. In addition to attending board meetings, Field Service Representatives provide board training; assist academies in ensuring compliance, and serve as an educational resource to the academy.

Program of Compliance

Various documents are required to be submitted to the GVSU CSO. The Master Calendar of Reporting Requirements provides the date in which the document must be submitted to the GVSU CSO and a brief explanation of the document. To collect this documentation, the GVSU CSO has implemented a customized web-based solution for the electronic filing of documents. This electronic file cabinet solution, referred to as “eCabinet” is used for storing, sharing and locating compliance documentation. All CSO Staff and all GVSU academies can connect to the system from any location having Internet access. Documents are captured from each academy to eCabinet using one of the four approaches (scan, fax, PC-generated files, or e-mails), depending on the nature of the document. The eCabinet system allows GVSU CSO staff to track and maintain information regarding the compliance of its academies.

Personnel Record Review

The GVSU CSO employs Quality Performance Resource Group, LLC, to provide site visits three times a year to review each academy’s personnel records to verify compliance with teacher certification, criminal background checks and unprofessional conduct reports. A status report is given to the GVSU CSO after each visit.

Board Governance

Each authorizing body is required under the Revised School Code to determine the method of selection for the public school academy’s board of directors. On June 25, 2004 , the GVSU Board of Trustees amended its procedure for appointment of members and adopted the current Method of Selection Resolution. The GVSU CSO is responsible for: (1) ensuring that academies comply with the Resolution; (2) ensuring that prospective board members complete and submit the Public School Academy Board Member Questionnaire; and (3) may recommend appointment by the GVSU Board of Trustees, based on the information gathered.
